Since 1988, there has been no further increase in the volume of water. Quadrupling of demand over the last twenty-five years (systems designed for 180,000 people, now greater than 800,000) . All new settlements in Hargeisa after 1994 have not been connected to the piped water system. There is enough underground water to serve BUT HWA cannot get the water to the city unless the right investment is made. Only 50% of the city residents are supplied with water from HWA. 60% supplied by privately owned water tankers.
